Abstract

This study aims to analyze the comparison between the format and substance of Community Research Reports (Litmas Integrasi) in and the Presentence Investigation Report in, as well as to formulate a reformulation model to strengthen the performance of Probation Officers at Correctional Centers. The novelty of this research lies in the comparative legal approach between the Indonesian correctional social report system and the United States system as a basis for simplifying and standardizing Litmas Integrasi. This study employed normative legal research using a comparative approach. Data were collected through document studies, literature reviews, interviews, and questionnaires involving 19 Probation Officers at Balai Pemasyarakatan Kelas I Surabaya. The data were analyzed descriptively and qualitatively by comparing the structure, substance, and effectiveness of both reporting systems. The findings indicate that Litmas Integrasi in Indonesia remains lengthy, descriptive, and contains repetitive information that is less relevant to reintegration decision-making. In contrast, the Presentence Investigation Report in the United States is more standardized, concise, systematic, and based on objective parameters, making it more effective in supporting decision-making processes. Therefore, the reformulation of Litmas Integrasi is necessary through simplifying the report structure, strengthening analytical substance, and developing more measurable assessment indicators to improve the effectiveness and quality of Probation Officers’ performance.
