This study aims to normatively and from a public policy perspective analyze the anomaly of procuring imported vehicles from India for Indonesia's Koperasi Desa Merah Putih program, which paradoxically occurs amid the government's strong commitment to the Domestic Component Level (TKDN) policy. The novelty of this study lies in its pioneering critical analysis specifically examining the policy inconsistency between the village empowerment program through cooperatives and the obligation to use domestic products within the government procurement legal framework, an intersection that has not yet received adequate academic attention in the national procurement law literature. This study employs a descriptive qualitative method with a normative legal approach. The findings reveal that the planned procurement of Indian-imported vehicles for the Koperasi Desa Merah Putih entails three interconnected layers of anomaly: a horizontal policy anomaly concerning inconsistency between TKDN policy and village cooperative development policy; a regulatory anomaly concerning potential violations of Presidential Regulation No. 16 of 2018 and its amendments; and a governance anomaly concerning weak inter-agency coordination in the formulation of strategic procurement policy. The conclusion emphasizes the need for reform of national strategic procurement policy coordination mechanisms and the consistent application of policy coherence principles across all government programs involving the procurement of goods and services financed by state resources.
